Racial and Identity Profiling Act (RIPA)
What is RIPA?
The Racial and Identity Profiling Act (RIPA) of 2015 (AB 953) requires state and local law enforcement to collect data regarding traffic stops, pedestrian contacts and reports of citizen complaints alleging racial profiling of individuals. The reporting includes the perceived demographic information on the person stopped by the officer, and to report this data to the California Department of Justice (DOJ) on an annual basis. The Town of Ross Police Department began testing and evaluating our data gathering and reporting systems, in July of 2021. We will post our first collection of information to our website in April 2022 and will update this information quarterly. We will also report our data to the California State Department of Justice.
The Ross Police Department completed the testing of these systems in January 2022 and is proud to be able to forward our information more than a year before we were required by law. The Department of Justice will post the collected data to their website after April 2023. Data collection will be ongoing with submissions to DOJ required no later than April of each year for the prior year’s data.
The Town of Ross Police Department has implemented the Racial and Identity Profiling Act (RIPA) Dashboard, which is linked to our website, making collected data available to the public starting in April 2022. The Dashboard is not required by law, but in our effort to be transparent, we have partnered with a vendor to create the Dashboard for your use. It allows users to filter Ross Police contact and stop data by date, perceived race, perceived gender, reason for the stop and result of the stop.
The Dashboard is not “live data.” Users researching data should be aware the information will be available at the end of the reporting quarter. We are reliant to outside vendors to help recover the information and provide a technology infrastructure to display our data. It is possible that unexpected technology issues could cause a delay in retrieving information from the website. This process and the Dashboard will be evolving as we continue to refine the processes.
The information Dashboard is the Town Police Department’s effort to allow the community to be able to see our collected data. The California Department of Justice will follow posting this data sometime after April of 2023. We felt it was important to create a mechanism to provide our data to the community earlier.
What data are Ross Police Officers required to report for each stop, detention, or search of an individual?
- Agency Identification Number known as the “ORI”
- Date, time, and duration of the stop
- Location of stop
- Perceived race or ethnicity of person stopped
- Perceived gender of person stopped
- Person stopped perceived to be LGBT
- Perceived age of person stopped
- Perception that person stopped has limited or no English fluency
- Perceived or known disability of person stopped
- Reason for stop
- Stop made in response to a call for service
- Actions taken by officer during stop (predesignated selections are defined by DOJ – if none of those are applicable, “none” is the answer required by DOJ).
- Results of stop
- Officer’s Identification (ID) Number
- Officer’s years of experience
- Type of assignment of officer

How to read the RIPA Dashboard: You can utilize the filtering tools located at the top of the dashboard to refine your search results of posted data. The dashboard is not designed to nor has it the ability to display all the data that is collected, but to provide the public with basic stop data. When the Department of Justice posts data that will be all inclusive.
Stop Data | Available Date-Span: Shows the start and end date span of available data. When using the “Filter by Date Range” option, only dates within this listed date span will show data results.
Total Number of Stops: Shows the number of individuals detained/stopped by a Ross Police Officer.
Percentage of Stops | Perceived Race: Shows the total percentages of persons stopped. The results are a sum of the perceived race of the person made by the officer as directed by this law. You can place the cursor over the pie chart to see breakdown by race.
Number of Stops | Gender: Shows the number of individuals stopped, and categorized statistically, to comply with this law by gender.
Number of Stops | Reason for Stop: The number at the top of each blue bar graph represents the number of individuals stopped by Ross Police Officers and the initial reason for the stops.
Filtering Options: Allows for the filtering of search results.
Date of implementation: Ross Police Department Stop Data is posted at the end of each quarter. The department assessed the collection of information starting July 1st, 2021. There is no stop data prior to July 1, 2021. The Dashboard will be available to the public starting in April 2022.
