Mayor & Council
Bill Kircher was elected to the Town Council in April 2020. Bill and his wife, Valerie, a former teacher, have enjoyed living in Ross ever since buying their home here nine years ago. They have three grown children, the youngest of whom taught at Bacich School. Bill is an attorney (Stanford Law School) with broad-based experience in state and local government.
Julie McMillan moved to Ross with her husband, Tim Baughman, in 1992. After attending UCLA and Stanford Law School, Julie practiced complex litigation at O’Melveny & Myers until 1999. All three of her children graduated from Ross School, where Julie was elected to the School Board (2003-07) and served as Capital Campaign Chair (2006-10), Endowment President (2001-04), Foundation President (2002-03), and Margie Burke Speech Tournament Chair (2011).
Teri has lived in the beautiful Town of Ross with her husband Mal since 1991. She holds two master’s degrees, one in education from the University of Denver and one in public health from UC Berkeley. Early in her work life, she served as a Peace Corp Volunteer training teachers in Ghana, West Africa. For much of her adult life Teri worked for the San Francisco Department of Public Health where she held several management and director positions including directing community health education, HIV counseling and testing and managing community planning for emergency preparedness
Council member Robbins has lived in Ross with her husband, Stephen Hauser, since 1992; their three sons are all graduates of Ross School. She is a physician and clinical professor at UCSF; her specialty is pediatric oncology. She served as a member of the Ross School Board for 16 years and was the Marin County Trustee of the Year in 2012. She has been a member of the Marin County School District Organization Committee since 2003. She served as Mayor FY 2017-2018 and 2021-2022.
Mathew Salter moved to Ross in 2018 with his wife Tracy. They have two sons who currently attend the Ross School. Since moving to Ross, Mathew and Tracy have been active in the community: Mathew served as the Treasurer of the Ross Property Owners Association (2020-24) and in 2021, Tracy established Ross Bridges, a local preschool and educational center in downtown Ross. Mathew graduated from the Haas School of Business at UC Berkeley and after fifteen years working in Finance, now works in the Affordable Housing industry. Kelley Reid served on the Town Council from 1990 to 1997, which included two terms as Mayor. In 1998, he was appointed Town Treasurer and has served in that position since.
