Housing
As reflected in the Town’s 6th Cycle Housing Element and 2025 General Plan, the Town of Ross is dedicated to increasing the range of housing options in the community, removing barriers and constraints to housing construction, ensuring the continued maintenance of existing housing, and providing equal access housing opportunities and services for all who live and work in Ross. This page provides information for current and future Ross homeowners including financial resources, fair housing rights, Accessory Dwelling Unit (ADU) and Senate Bill 9.

Housing Replacement regulations
In alignment with the Town of Ross’ goals to increase the amount of available housing in our town, the Town will not approve a housing development project that requires the demolition of residential dwelling units, regardless of whether the parcel was listed in the inventory, unless the project will create at least as many residential dwelling units as will be demolished, and the affordability criteria stipulated in Government Code section 66300(d) are met. The replacement of units affordable to the same or lower income level is required as a condition of any development on a non-vacant site identified in the Housing Element consistent with those requirements set forth in Government Code section 65915.
